PUPILS’ ACCESS TO SAFETY AND SECURITY-[PASS]

The Problem

There is no safety and security for pupils and to everyone in the classrooms when the only  passage is long-detouring and narrow. Alternative Access Pls!!!

The Context

Learners mainly belong to indigent families from three nearby barangays. The concerned pupils at the moment have to detour to the lower portion and then come up again at the narrow and only access passage to their classrooms.

***Then the same route again when going out

Inside their classrooms is a  constant threat of commotion/stampede in times of emergencies in today’s D-VUCA-D world

Stakeholders Pain Points

LEARNERS

For learners alone, there is controlled  movement, all time  lingering threat of commotion or stampede, accident, or worse jumping from the second floor to ground.

TEACHERS

For teachers, there is always the problem of tight control and monitoring so that there will be no commotion nor stampede in narrow but only passage available for everyday use.

 

There is a danger of responsibility and accountability. They often ask how to solve, and suggested some that were considered

PARENTS

Parents  will detour to reach the rooms, and senior citizens with serious walking difficulty can’t climb the stairs to the place to attend parental consultation or other  related affairs

BARANGAY OFFICIALS

For barangay officials, great accountability and responsibility for whatever happens to their children or any of their constituents are great.

The Solution

Give the children their due! Make  alternative-and short cut passage where they will  PASS through safely with ease in normal times and in times of emergencies. From among the past practices of denial, control, markings and  in some extreme cases prohibition to enter like in times of quakes and similar emergencies.

 

Challenges

1. Indifference and other different approaches in the past  – take side with the teacher user who saw the unsustainability of previous practice and suggestions

2. To bring the issue to the DPWH of which the agency itself  was the designer and implementor of the building in question- to overcome it is to consult immediate  users and stakeholders/experts

3. The issue of materials used based on a given and preferred  design –  to solve it, consult experienced parents  and other stakeholders

4. Where to get materials and labor costs- to solve it is to harness the resources of the immediate stakeholders specifically the parents of the immediate pupil-users, their teachers, the other school personnel, and barangay officials, and to recycle the existing used materials available
